  Data Preparation - The Un-Appreciated Task
Actuaries estimate that 20% to 60% of the total cost of every defined benefit actuarial valuation is spent preparing their clients’ census data. Data files must be merged and reconciled to the prior year’s valuation. Unfortunately they often contain a variety of inconsistent, incomplete and inaccurate information. Typically, the clean-up process involves many iterations of data correction and reconciliation, taking time and driving up the cost of the valuation.

Often, clients don’t understand the challenges of data preparation. They fail to see the value in your efforts and complain about the high cost.

Data Warehousing - The Seemingly Impossible Task
If you are like most actuaries, you keep your client's historical data in a variety of unorganized places. Client data may be attached to e-mails, or stored in various locations on your network in a variety of storage methods, or on the hard disk of various actuaries' computers, or worst yet, on CDs hidden in desk drawers.

And if you are like most actuaries, there is no standardization to the structure and content of client data. In many cases a single client's data is contained in multiple files and is stored in multiple places. Files contain different data for each client and are in different formats. And overall, redundant data makes it difficult to know exactly where the most recent version of data is stored.

Further, if you are like most actuaries, you have essentially no ability to combine and analyze historical data and thus cannot readily offer data-related value to your clients. In fact, locating and consolidating the most recent version of all relevant data for a client is often a significant project in itself.

Applaud-Pension consists of two components: The data warehouse and the data preparation system.
 
       
 
Data Warehouse - The data warehouse provides a comprehensive database to store all pension-related data for an unlimited number of clients. The information in the data warehouse may be stored in DB2, Oracle, or SQL Server, based on your specific needs. The data structure and contents of the data warehouse are easily enhanced to accommodate each consulting firm's needs.
 
Data Preparation - The data preparation system is used to validate and prepare the data for each client’s annual valuation. The data in the data preparation system is stored in the Applaud data repository and is stored in a separate folder (on a network drive) for each client. Using the Applaud data repository as the data platform for the data preparation system facilitates on-going changes that may be required in the future. Any change made to the definition of the data structure will automatically be reflected in every client system with no additional work. For example: if a new column (i.e., a new data element or piece of data) is added to a table, the Applaud data repository will automatically make the change in every client system at the appropriate time.
     


The two components are closely interrelated, as the data preparation system accesses historical data in the warehouse for processing and then returns updated data to the data warehouse.

The data preparation system includes the ability to extract prior year data out of the data warehouse, provide a "data request" file to clients with the prior year's census data, import (or key-enter) the data for the current year, analyze the data provided by the client, compare current year data to prior year data, validate the data, correct data problems, export the data to the valuation system, import calculated data from the valuation system, and load the new data back into the data warehouse.

The Data Flow

The following describes each step of the Applaud-Pension data flow. Numbers for the steps below correspond to the numbers displayed on the diagram above:

  1. The data is copied from the warehouse to the reconciliation system - As the first step in the annual valuation process, the prior year data in the data warehouse is copied to the reconciliation system and the current year work file is created. This will serve as the starting data for the reconciliation process. As an automatic part of this step, a "data request" file is built in Excel which is provided to the client to obtain the latest year's data.

  2. The current year work file is updated based on information provided by the client - The client provides updated census information, either via electronic feed in the standard Excel format, or via hard copy. If data is submitted via Excel, the data is imported and is used to update data in the current year work file. If data is submitted via hard copy, then the actuary uses data entry screens to update data in the current year work file. When the process is complete, reports are automatically produced to identify all changes made and identify potential problems such as employees that were not on the prior year valuation.

  3. Applaud produces validation reports - Next, validation reports are produced that identify missing, inconsistent, and invalid information. The validation reports are controlled by client set-up screens, which will provide flexibility in the determination of errors noted. Each client may have different data validation criteria, which is automatically saved from year-to-year. Again, data entry screens are available to correct any invalid data. As an alternative, the actuary may request the client to make additional changes to the Excel data request file and resubmit the file through steps 2 and 3. In either case, validation reports may be produced repeatedly, until all problems are corrected.

  4. The annual valuation export file is created and the valuation is run - Once the data has been validated, the valuation export process produces the file that is sent to the valuation system. The export process allows different valuation file formats to be created for different user-defined groups (thus supporting multiple valuation systems and multiple formats of the file). In this process a life count reconciliation report is automatically produced showing categories of status changes.

  5. The warehouse is updated with data from the reconciliation system - When the data is ready, a process is run to update the data warehouse using the data from the reconciliation system.

  6. Results of the valuation are imported into Applaud-Pension - The valuation system provides accrued benefit and other information to Applaud-Pension. This data is imported into the data preparation system and validated. Upon user approval the data, all appropriate data is moved into the prior year area of the data warehouse.

Further, it provides greater flexibility to management in charting the course of the firm.

At the end of the Requirements Project, we will publish and present a formal "Requirements Document" to your management team. Your Requirements Document will identify the proposed data structure and the recommended data management process for your organization. It will also address the reality of getting your data management processes (and data) from where they are today into the new Applaud-Pension platform.

Although the initial requirements project is billed to you on a time and materials basis, in most cases we are able to provide you with a fixed-cost estimate of the effort to customize Applaud-Pension to your needs.
